Well, some fragments of this are almost reality already.
Instant sunburn (the photosensitivity attack) would be a matter of researching deployment. We have plenty of potential agents in the pharmacy with varying alternate side effects, ready for amplification. (Zoned out for three weeks straight, prone to extravagant bleeding from minor injuries, ....)
Combining sunburn and halitosis (garlic) doesn't work too well...only works once, and then the threat has reduced risk of skin cancer for the rest of his life.
